Scenario 1, cause 2: The power button is broken
If you are 100% sure the PC has power, there could be a problem with the power switch. To eliminate this possibility, you will have to short circuit the power connector pins on the motherboard or the power switch manually.
Consider warranty before opening up the pc, check if there is a warranty seal. If the warranty on the computer has not expired yet, it’s generally better to return it to your store to have it repaired. If the warranty has expired, do not worry about breaking the seal. If you do return it to the shop, make sure you first backup your data.
Open your PC and follow the cable that runs from the power switch to the motherboard. This usually is a cable with a red and a black wire. Check on what pins on the motherboard these wires connect. Disconnect the connector and then short circuit the two pins, for example with a paper clip or screw driver, and check if the computer starts. Be careful not to short circuit other pins as this might have undesired results. Just look carefully where the red and black wire from the power button go to.
